Mortgage brokers, mortgage agents, and mortgage lending

This is a little different than a previous story where a public official was the one that was almost foreclosed on. This time a councilwoman in Kansas City signed two mortgages on the property last year for some people. Ironically, she never intended to live in the home or make the mortgage payments. Now, I would immediately have a question because I would want to know why she signed two mortgages on one property. How did the people that she signed the paper with even represent themselves when she met them? I know hindsight is 20/20 but this sounds suspicious even from this standpoint. Anyone with me on this?
